Introduction

Hon. Abubakar Kabir Abubakar Bichi, popularly known as Abba Bichi, is a politician from Kano State who represents the Bichi Federal Constituency in the House of Representatives under the All Progressives Congress (APC).

He first became a member of the House of Representatives in 2019 and was re-elected in 2023. In the 10th National Assembly, he became Chairman of the House Committee on Appropriations, a position associated with the consideration and review of the Federal Government’s budget.

Beyond his legislative responsibilities, several initiatives attributed to him have focused on educational support, teacher recruitment, electricity provision and other community development programmes.

Early Life and Education

Abba Bichi was born on 2 October 1981 in Bichi, Kano State. He attended Hagagawa Primary School in Bichi, followed by Government Junior Secondary School, Bichi, and Dawakin Tofa Science College.

He later continued his education at the New York Institute of Technology in the United States, where available biographical information indicates that he obtained a Bachelor of Science degree in Interdisciplinary Studies and a Master of Science degree in Energy Management.

Political Journey and Representation of Bichi

In 2019, Abba Bichi won election to represent Bichi Federal Constituency in the House of Representatives.

During the 9th National Assembly, which served from 2019 to 2023, he chaired the House Committee on Works. Following his re-election in 2023, he became Chairman of the House Committee on Appropriations in the 10th National Assembly.

Educational Support for Students

One of the initiatives reported in connection with Abba Bichi is the payment of school fees for 2,423 students of the Federal College of Education (Technical), Bichi.

A report published by The Historica Nigeria in June 2026 stated that ₦39,609,041.80 was paid towards the students’ tuition fees for the first semester of the 2025/2026 academic session.

The report attributed the payment to the Late Alhaji Kabir Abubakar Bichi Foundation, through its education committee.

Another report published in October 2026 stated that postgraduate scholarships worth ₦25.85 million had been approved for 122 students pursuing postgraduate qualifications at various higher institutions in Nigeria.

These reported initiatives highlight educational support as an important area for further examination. Confirmation from the relevant institutions and programme administrators would help establish the payment records and the number of beneficiaries.

Recruitment of 100 Teachers for Islamic Schools

Triumph Newspapers reported on 29 September 2026 that 100 teachers had been recruited to teach in Islamic schools across Bichi Local Government Area.

According to the report, the recruitment ceremony took place on 27 September 2026. The new recruits reportedly brought the total number of teachers engaged under the programme to 600.

The report stated that candidates underwent examinations before selection and that the recruitment covered the area’s 11 wards. It also noted that some teachers had previously received monthly allowances while serving as volunteers.

The initiative merits further examination to establish the teachers’ employment arrangements, remuneration structure and its impact on teaching quality in the Islamic schools.

Electricity and Community Development Projects

Reports published by Triumph Newspapers in August 2026 linked Abba Bichi with electricity projects in Farmo-Farmo and other community development initiatives in Fagolo.

The Farmo-Farmo report described the electricity project as an initiative intended to support economic activities and improve access to electricity in the area.

A separate report stated that electricity facilities, a mosque and an Islamic school had been inaugurated in Fagolo.

To assess the actual impact of these projects, further verification is needed regarding their locations, completion status, funding and the number of residents benefiting from them.

Legislative Bills and Initiatives

Abba Bichi’s official website lists two legislative proposals associated with his parliamentary work.

The first concerns the proposed establishment of a University of Medicine and Health Sciences in Bichi, intended to expand access to medical and health sciences education.

The second concerns a proposed Federal Surveyor-General’s office, relating to surveying, mapping and national land information.

The current legislative status of these proposals should be verified through official National Assembly records before they are described as enacted laws or completed government initiatives.

Role in Nigeria’s Federal Budget Process

As Chairman of the House Committee on Appropriations, Abba Bichi occupies an important position in the House of Representatives’ consideration of the Federal Government’s budget.

His committee’s responsibilities make it relevant to examine how budget proposals are reviewed, how legislative scrutiny is conducted and how the budget process operates within the National Assembly.

However, the committee chair’s role should be distinguished from the responsibilities of other legislators and government agencies that approve, release and implement public expenditure.

Conclusion

Abba Bichi has represented Bichi Federal Constituency in the House of Representatives since 2019 and chairs the House Committee on Appropriations in the 10th National Assembly.

Reports have linked him with educational support programmes, teacher recruitment, electricity provision and other community development initiatives. Among the notable issues warranting further examination are the reported tuition payments for 2,423 students, postgraduate scholarship support for 122 students and the recruitment of 100 Islamic school teachers.

Further information from relevant institutions would help establish the full scope, implementation status and impact of these programmes on local communities.

Alfijir Labarai will continue to examine these initiatives, seek clarification from relevant institutions and provide the public with reliable information about their representatives’ activities and the impact of development programmes on local communities.
